Rui Garcia
Chief Executive Officer

Mr. Rui Garcia is the Founder and Chief Executive Officer of Acuity, Inc. Mr. Garcia has over 17 years experience in Management and Information Technology Consulting. He has worked with many clients from both the public sector and in the commercial marketplace. Prior to founding Acuity, Mr. Garcia worked for Oracle Corporation as a Senior Account Executive responsible for the International Services Vertical within Oracle’s Civilian Government Sector. He also worked at Lotus Development Corporation in Cambridge, MA, where he was responsible for establishing alliance partners with whom he jointly marketed Customer Relationship Management (CRM) solutions.

Mr. Garcia has helped Acuity to achieve tremendous growth, leading to the SmartCEO Future 50 Award as well as the Washington Technology Fast 50, which recognizes the fastest growing companies in the Washington metro area.

Mr. Garcia holds a Master of Business Administration from The F.W. Olin Graduate School of Business at Babson College and a Bachelor of Arts from The College of Holy Cross.

Karen Garcia
Vice President of Business Development

Ms. Karen Garcia is Vice President of Business Development and Marketing for Acuity, Inc. She brings demonstrated leadership and expertise in building high-growth sales, marketing, and customer service organizations in the technology sector.

Her responsibilities include shaping Acuity’s market position, cultivating partner teaming relationships, and initiating and maintaining business relationships with potential Federal Government clients. She has established business relationships with the Departments of Energy, Treasury, Homeland Security, and Transportation. Ms. Garcia has more than 18 years of commercial and public sector experience, including positions with BearingPoint, Oracle, and Xerox.

Ms. Garcia holds a Bachelor of Science in Marketing Management from Virginia Polytechnic Institute and State University.


V. Douglas Hines, PhD, PMP
Vice President of Management Consulting

Dr. Hines is Vice President for Acuity's management consulting practice. He holds a Ph.D. in applied social psychology from the University of Maryland and has more than 25 years of experience defining and implementing strategies to improve organizational performance. Before moving into management and technology consulting, he directed major programs at the University of Maryland, the U.S. Patent and Trademark Office, and the U.S. House of Representatives.

Dr. Hines brings to Acuity an in-depth understanding of business process reengineering, the mathematical modeling of business and social processes, and the development of complete people/process/technology solutions to improve organizational performance. He is the author of two college textbooks, and has served as an adjunct faculty member at the Institute for Systems Research at the University of Maryland. Dr. Hines is a member of the American Association for the Advancement of Science, and a certified Project Management Professional (PMP).

Dr. Hines was formerly a Partner at KPMG and later a Managing Director at BearingPoint.

Dr. Hines has provided consulting services to the U.S. Department of Agriculture, the Environmental Protection Agency, the Social Security Administration, the Department of Labor, the National Labor Relations Board, the Pension Benefit Guarantee Corporation, Bell South, and the U.S. Postal Service.


Karen Morrison
Director of Contracts

Ms. Karen Morrison is the Director of Contracts at Acuity. Prior to joining Acuity in 2008, Ms. Morrison managed Federal contracts at BearingPoint, and worked in the area of federal regulatory law and compliance for over three years prior to that.

Ms. Morrison holds a Doctor of Jurisprudence from the Washington & Lee School of Law, and a Bachelor of Arts from The George Washington University Elliott School of International Affairs, where she graduated cum laude. She is a member of both the Virginia State Bar and the National Contract Management Association.
